Prequalified Contractors and Consultants have been evaluated through a Request For Proposal process by RCAT NE and evaluated annually for complying with Technical Requirements – meeting required Licenses and Prequalifications, References, not having had State or Federal Citations within the last 3 years and a variety of performance standards. A Form of Unit Price items are evaluated as well. Both Performance and Price requirements are evaluated and a list of the top 4 firms are then presented. These firms have agreed to hold their prices, as maximums, for a one year period. Housing Authorities can use this list of Prequalified Contractors in the following ways:
- For a Maximum of work under $10,000 annually – under “Sound “Business Practices , (qualifying under this prequalification process) , Housing authorities can select a contractor from this list , give the contractor a quantified scope of work, as well as general conditions and wage rates (note link at Small Project Bidding) , and if acceptable, have them do the work. A total of $40,000 of work can be done annually in this category under “Sound Business Practices” , where all 4 listed contractors are used.
- For single Contracts under $25,000 – at least three of the four are selected and a quantified scope of work, as well as general conditions and wage rates (note link at Small Project Bidding) is given for written quotes , and the Authority enters into contract with the low bidder for the work.
- For Annual “Blanket Contracts” under $25,000 -at least three of the four are selected and a quantified scope of work, as well as general conditions and wage rates (note link at Small Project Bidding) is given for a request for written quotes , and the Authority enters into a “blanket contract” with the low bidder for the work, which are then requested through purchase orders, during the one year period.
